Lol it's been so long since I installed that overhaul that I totally forgot that those aren't the vanilla outfits, thanks for answering.

Well, I believe it can help people who boosted Powder Gangers to obscene levels.

    P.S.
So far, 7 NCR soldiers were able to wipe out 37 Powder Gangers outisde and inside Admin Building in my game. With 5 casaulties (including Sergeant).

It was vanila NCR vs increased in numbers but still vanila Gangers. The problem for PG is that they spawn with melee weapons in 7-8 out of 10 situations. And very weak melee weapons.

A small but really nice change.

While I'm here, does anyone remember the mod that expanded the NCRCF that got taken down? I thought it was pretty good.

Edit: Why is the plugin hissing? I didn't think that you were on the Frontier team.

Edit 2: I made an edit to the level lists as per treowtheodurren's suggestion. I decided to forgo including the 9mm smg because it looks to shitty - even for the NCR. Didn't add the pistol either because it felt wrong to give a soldier a handgun as his main weapon - even though it wouldn't surprise me if the NCR did. I also edited out the Legion-ish melee weapons.

Making this was very easy in Xedit and I suggest anyone that wants the leveled lists changed should do it themselves. That way you don't have to wait on other people to do it for you. Hope you don't mind if I share my plugin here as an example. https://easyupload.io/f8avuo

I don't mind at all, and I also recommend that anyone desiring minor tweaks to the mods that they like pop open FNVEdit or Xedit and make the adjustments they'd like, it's very liberating to have fine control over some of the implementation of mods in your game.

If you'd like, I can throw your version up on the files here as the extra vanilla friendly version, with due credit.

do you think you could scale back some of the higher-end loot the troopers spawn with? assault carbines, grenade launchers, and cattle prods are all tier 4/75 skill weapons, and the smgs are both tier 3/50 skill weapons. fighting the NCR or even just hanging back to let some troopers die can net you late game gear right out of goodsprings.

9mm smgs, 10mm pistols, service rifles, and grenade rifles are all level and faction appropriate alternatives, imo. cowboy repeaters also work but i dont actually know if troopers ever use those in vanilla.

I made my decisions based on:

      • Obviously there needed to be more variety, I almost never see the .22 smg anywhere, so I thought it would be a good inclusion.
      • I wanted it to seem a little more like the NCR actually wanted to take the prison back, so they gave them better gear.
      • I wanted the troopers to have a legitimate chance to potentially take the prison back with or without you, so it didn't seem like a completely futile effort without the player.
      • I use Weapon Requirements System, so getting a high tier gun isn't a huge advantage, since it's hard to use.
      • There's enough powder gangers to net a decent profit from selling their gear, so high cost weapons aren't a big deal.
      • They're going up against at least a dozen powder gangers, many of whom have dynamite, which has a way higher threat value than the single shot grenade rifle, so I gave them the china lake to actually compete with the explosives that the NCR knows that the powder gangers have.
      • Fighting the NCR early locks you out of multiple early game quests and merchants, and makes your early game really tough. If you can take down the troopers shooting you with the guns, you get a substantial reward. They're also tough and equipped enough to probably not die if you don't help them, at least with how my game is balanced.
      • I think the vanilla weapon requirements are balanced terribly and not a very good indication of where each weapon sits in the tier scale. Silenced .22 smgs have shown up later than every other smg by the time I've come across them, and they just don't compete DPS wise. 10mm and especially 40mm grenades are really rare in early game NV, so I don't think those weapons are a very big deal.
By all means, totally use Talonmaster's plugin! It's just a difference in taste.

I occasionally play New Vegas with mods that added in more enemies like Simply Uncut or Welcome to Hell, so this should be useful. Those mods definitely add more Powder Gangers to the NCRCF, and usually turn the NCR side of "I Fought The Law" into a one-sided slaughter for Sgt. Lee and his crew (leaving me to do all the work alone.)

Yeah, it's a shame that the troopers for that quest are a specific set of Trooper references that get enabled and not something more dynamic. I originally wanted to make 1 of each set a ranger, but when I changed their names, they didn't show up at all. :/
