Any chance you could remove the External Emmitance flag under all of the BSShaderLightingProperty sections? I'm posting an update to my weather mod that contains an edited vanilla mesh with those changes, since on weather transition the tops lighting breaks with that flag enabled on the mesh, but would like for people to still be able to use this mod with it. It doesn't change the look of neon.
Also experienced it a couple of times (was especially noticeable the first time). I'll see about fixing it on my end, though yeah, no uploading because of permissions. Nothing game breaking just visually unpleasant at times.
Well for the Legion you want to just pick up Legion Quests Expanded (and make sure you get all the compatibility patches for the mods you already have installed which may involve reinstalling those mods), and the Legion Brotherhood Alliance and you have all the cut content for the Legion back.

What would it take to fix this problem?
