I can't setup TTW anymore, computer is getting really crappy, any of you can please run the 3.3 conversion script on the original mod and make a mediafire link or something?

I have used it with TTW 3.3 to lvl 5 around Megaton without an issue (other than the warning) so far. First time I have had Dogmeat as a companion so maybe I am not a good judge of whether it is all working. He has no inventory for example, but that makes some sense.
Not to sound like a dick but 100% Why are you using LOOT? I stopped using it when I noticed it was doing worse for my load order i.e. not moving mods which were purposely misordered and what not, It's a pain at first but learn to manually sort your load order (GamerPoets on YouTube is a good start). Just wanting to let you know that when people talk crap about you and you get mad, you lose. Never let anyone talk you out of modding and being a nice person. The people who hate you will always find something negative to try and bring you down but the people who actually like your work will look in the positive. Usually the negativity is like a sore thumb but once you understand that these people have personal problems and take it to the internet it really doesn't matter anymore because usually when they talk crap, they are talking to a mirror.
To clarify, LOOT is next to useless simply due to the lack of user data for players of TTW version of the game alongside the amount of mods for TTW that are poorly ported as it is.
Loot can give you an idea of the rough outline, but LOOT has never been a 100% thing and you must always go through the load order in xEdit and see what overwrites what. Feel free to use LOOT but as it says "don't rely on it", it's never the last thing you do.
Also to get back to the header versions question: Fallout 3 runs on the version of 0.94 whilst New Vegas runs on 1.32, when modders convert mods from previous versions of the engine, you will often get conversions that aren't 100% clean. So what happens is that the version header doesn't match with the game version, you see this happen in Skyrim too between Special Edition and Legendary Edition. I think the quick solution is simply to save in the latest version of New Vegas Geck, but I was also told that sometimes you need to do more than that due to the very rough conversion method used to cause that error.

Here is the updated file, made sure there were no incompatibilities with 3.3

I ran through loot and got this error
