    Great mod, though it doesn't seem to work with JIP Improved Recipe Menu, would you consider making a patch for it?

      Well, I installed JIP Improved Recipe Menu, played around with overcharging, max charging the various energy ammo types, then converting them to standard.
      Now, I take it you're also having a problem where instead of the ammo type being converted to standard you get more of what you started with?

      Not gonna lie, I have no idea how to fix the issue.

    There's actually an old mod by Fonger, "improve bulk ammo" (mod index 44913), that does something very, very similar. My only other observation is that bulk ammo is cheaper because basically it's a poorer quality cell & materials, and you shouldn't really be able at a workbench to magically improve them no matter what skill or things you have to hand.

    If I had the ability to mod this game (and I don't, so well done you!), I'd keep the bulk's lower stats but rather replace the whole "bulk" naming concept with "recycled" - and have cells you recycle yourself also at this same lower stat too. Seems to make much more sense because all new ammo was manufactured in "bulk" production quantities, using bigger and better machines than a workbench, and no matter how good you are and no matter how hard you try, you shouldn't be able to recycle a spent cell to 100% as-new quality/efficiency.

    Btw: I'd also do the same to surplus and reloaded regular ammo, make it all recycled and give it the surplus' stats. I find the whole idea of being able to use a reloading bench concept silly, as if you could recycle ammo, by hand, and come up with anything consistent or as good (or in some silly cases better) quality than standard factory ammo using new material. But that's beyond your mod's current scope.

      As a reloader, I can tell you that I can (irl) reload spent brass at both a higher quality and at a lower price than any manufacturer's standard you wish to use.  Any reloader would tell you the same thing...

      So, you take issue with it not being realistic?

      Do you also take issue being able to convert Electron Charge Packs to Microfusion Cells?

      Small Energy Cells to Electron Charge Packs?

      Fission Batteries to Small Energy Cells?

      Call me crazy, but being able to refine bulk energy weapon ammo at a Workbench seems like a little less of a stretch.

      You strike as someone utterly unfamiliar with handloading.
