If I'm perfectly honest with you, I don't know what that means either. It kind of sounds to me like it's outdated, but that can't be, I made this just last year with the latest version of FNVEdit. I can say that I tested it and had no issue.
Well, there is. You can open the file with FNVEdit and delete Oh Baby!'s entry. And then I'd ask you why even bother downloading the mod if you are going to keep the weapon you'll be using ugly and vanilla. I assume that's why you're asking, if you're not going to be using Oh Baby! I don't see why you'd care in the first place. But hey, you do you.

You'd have to recreate the esp with the FNV version of the GECK to fix the versioning - although it honestly shouldn't matter for functionality.
It will toss an error ingame if you try to use it with TTW 3.3 though.
