Adjusts sawed-off shotguns and PN's double-barrel to fire one shell at a time, with a correspondingly reduced projectile count and ~30% less AP cost, plus a 10% reduction in maximum spread.

Makes the same changes as well as slightly tweaking damage and spread so that these shotguns are more finely balanced when compared with the hunting and riot shotguns.
