The same problem arises, I am weaing an NCR disguise and am Idolized by the NCR yet when I speak to Contreras he attacks me(even if I kill the dogs and troopers with console commands without being detected)
For amyone wondering, it is definitely caused by this mod. I loaded a save with it installed and suffered the same effect while "liked" by the NCR and no one else attacking. Loaded without it and it was a normal experience.
A quick look in FNVEdit looks like this mod does not pull forward some YUP fixes, which might be the conflict. I'll be patching personally to see if pulling them forward fixes the issue.
Looked in FNVedit and Dales container edits have been placed on chet by I'm assuming accident. This manifests in game by dale not having any of the new stuff you added to him.
Hmm sounds weird as I've started a new game before and he had the items. Like I've said with my other mods if I ever get time I will try and roll out patches but life has been busy lately.
Dale explicitly mentions he''s not part of the Legion and simple trades with them, though. Also, whilst Contreras in an underhanded snake so his selling things he (maybe) shouldn't makes sense, I don't think the Legion would be OK with Dale having their faction equipment up for sale.
"Barton is an independent caravan merchant, and a main supplier for Caesar's Legion. He prefers to trade in Legion territories versus NCR territories, saying that he finds it cheaper and safer. This is due to Caesar not demanding (or needing) heavy taxes from traders in his territory and the Legion's effectiveness in keeping the trade routes secure from both raiders and creatures roaming the wastes. When asked about Legate Lanius, he mentions Lanius killing one of his brahmin just because it got in his way, though he goes on to say that he had enough sense to keep quiet and not seek reimbursement from Caesar."
If he's their main supplier it demands the attention that he would have some if not most of their kind of goods as well, as legion would sell and trade based on rank for what they need for combat on a daily basis. For Daniel the NCR trader, he already sells a lot of things but he never sold anything NCR which strikes me stupid so now he sells what he already did but with added things he should sell or WOULD sell as well, this mod might not be 100% lore friendly but its 10 times more lore friendly then most mods like this, this mod is mostly a tweak for my gameplays but I've decided to upload it for others to enjoy
The main reason for making this mod is that I was tired of having to unlock the corresponding factions safehouse just to wear my fave centurion armor or NCR combat armor, you had to do that or sneak kill one of your own men, I'd rather buy the armor and there's no where to do that, that's where this mod comes in
Also another point, they WOULD be ok with selling their equipment to the COURIER and you can only be at The Fort if you are working with Legion or before you get the Platinum Chip
