   You can unlock it if you blew up NCR in Lonesome Road.

      Was about to comment that, hope the mod auther makes it so if unlocked you can access it, as I don't like the only way to get in being to nuke ncr. Hell, I don't wanna nuke either of them, just want a alt to get in both nuked land locations

      I did that on ps3 back in 2014 specifically for the gate to open as I assumed there would be a hole with the road beyond for a boss or loot.
