Get the large files first, then overwrite with medium or small. They contain less files than large causing installer to fail, so you just need to combine them.
People are installing this incorrectly because they fail to read the mods versions and release dates. There is also no documentation or included readme for those non-familiar with modding, or the old method used to create the NMC's TTW package manually. This is the mod authors fault and should be included in the description. I will help.
Use the LARGE for FNV and Maximum for FO3.
Create a folder on your desktop called NV. Download Part 1,2,3 of NMCs NV project and extract them to this NV folder. Download Washed Out Wasteland Patch for NV, extract it to the NV folder, overwriting the files. Download the Patch For All Sizes and extract to the NV folder, overwriting the files. Download the Navel Chair and Water Tower patches, extract to the NV folder, overwriting the files.
Create a folder on your desktop called FO3. Download the Single File for NMCs FO3 project and extract them to this FO3 folder. Download the Single Patch and extract them to this folder, overwriting the files.
Create a new folder on your desktop called TTW NMC Installer Package (Large) (Fully Patched) v1.0
Download the TTW Installer Package from the TTW website, then this TTW NMC Installer package found here on the nexus. Extract them both. Move the file from the TTW NMC folder into the TTW Installer folder, then run TTWInstall.exe or something similar (can't think of the name, already deleted the files).
Select the NMC package when given the option, then find and locate the two folders on your desktop containing the NV and FO3 files. After, choose the new, empty TTW NMC Installer Package folder on your desktop as the output and run the program. When it's finished, either zip the folder up and install it with a mod manager, or drag the contents into your TTW installation.
Over 9k unique downloads and only a few dozens of users in comments having trouble downloading and unpacking NMC properly. So ~1% of users have trouble running this mod, this is actually very good statistic and definitely not my fault. I'm not responsible for the way NMC is distributed on Nexus - split archives with different root folder structure and inconsistent number of textures for size variations.
Doesn't matter that it took you 3 minutes to type something because people don't read. At all. Never ever. There is always that 1% for any mod that will ignore all instructions, guides, comments, etc. Nothing you can do about that hence I've stopped bothering long long time ago.
Fair enough, appreciate the genuine response. I guess it does get tiring after a while. Apologies if I came off rude, I myself was tired of the comments and most the people writing tutorials, were leaving out the 2020 patch files that causes black texture issues on a few without them.
i hate this no care attitude that some people have and i for one immensely appreciate detailed instructions as a large majority of modders have this expectation that all the recipients of their content for whatever are PC savants, or something. So thank you - you're an angel

Thank you for the write up. I had an idea about how to do it being familiar with the TTW installer but I didn't want to waste a bunch of time compressing and moving files to the wrong place. I also have a habit of breaking things and then decide to start from scratch.

This is exactly what I did, even before I found these directions. However, the first time I ran this my output folder only contained override files, no bsa's. I had to run this a second time in order to generate the bsa's.

I'm getting this error now: "Could not find NMC Textures Pack for Fallout 3 files at the specific path" I followed the instructions in your post as you claim this would be the right one. It's very confusing and breaking my mod

I flipped out because I thought I had to uninstall TTW and all the mods I Just did again... for the third time because I already had it installed before this texture pack.

but one error, one screwup and its hours wasted and you have to start over.
I read the walkthrough and found it useful, despite understanding how to merge the separate downloads. Justifying a lack of documentation -- particularly incorrect documentation -- isn't exactly ideal.
The installer itself says "large" version of FO3 files to install, but the installer errors out with large. It only works with the "maximum" so the installer text is incorrect. This post saved me some trial and error.
I do really appreciate the ease of combining the packs this mod facilitates, though.
It failed 3 times in a row for me with the large version of the Fallout 3 files. It's possible I had a janky download, of course, but the maximum worked fine.
At any rate, I was sincere when I said I appreciate the legwork this saves -- I saw a post on manually doing it with scripts and I'm certainly glad I didn't have to wade through that. :)
Just wanted to say that even though I pretty much worked it out by myself (repackaging the output files now with 7z fingers crossed) your post did actually help confirm I'd done this correctly. One tiny question though. Should I put the new texture files for NMC for NV and FO3 into an archive and install it with mod organizer? Safer for the install that way. But theres also an option when you do it to just output the files right into the data folder too. Do both work?
Going to try to explain this as compact and to the point as possible. You will be making a few new folders that you will extract things to you can do this wherever (Documents or your desktop)
1:Download the Original Tale of Two Wastelands Install files and extract them to a new folder called TTW INSTALL (Make the folder) 2:Download the file here and extract that file into that folder as well. 3.Download NMC textures for NV part 1,2,3 LARGE. Also download (WASHEDOUTWASTELAND Medium/Large) file, (NMC New Vegas Patch for ALL Sized packs) file, (Water Tower Clark County Fix) file, and (Naval Chair Fix) file. They are all on the NMC textures for NV page and extract all the textures and meshes into a folder called "NV" (Make the folder) in the order I wrote above and overwrite when it asks. 4.Go to fallout 3 nexus download the NMCs Texture Pack MAXIMUM and the file (Patch May 2020- For All Size Packs) at the bottom on fallout 3 nexus and extract them into a folder called FO3 (Make the folder) 5.Go to your TTW INSTALL folder from step 1 and click on the install.exe file. just spent a few hours installing all the fuckin 4k textures then replacing them with 2k textures then troubleshooting why it wouldnt work then after all of that i constantly get memory crashes on ttw.

Maybe because TTW combines two entire games and obviously requires more memory? And NMC itself is a known memory hog. Anyway what happens in game has nothing to do with this tool, so please ask such questions either in TTW or NMC threads.
if anyone has any issues with one file being missing just look for a texture with the same name in your mo2 data tab, charges fnv texture pack has pretty much every texture you could need
So mid-playthrough installation is impossible? I just stumbled upon NMC for FO3, I myself got TTW and NMC installed, so I was wondering if I can just run the NMC for FO3 and NMC for FNV at the same time.
