Maybe it's just my setup or perhaps a game limitation, but if you watch the two that flee it looks like they're swimming in the distance even though they're on land.

The game really punishes Legion path players, but as brutal as legion is many examples show NCR ain't the white knight they try to portray.
Game limitations, unfortunately. Something about the verticality of swim pathing does not register well with the AI. Would have to be usurped via some miraculous .dll fix by an NVSE wizard.
I think this might've been cut because it's not very reasonable for this kind of confrontation to happen right beside a huge reservoir of clean water that anyone can walk up to and dip into.
Now, if this was farther inland--say Ranger Stations Bravo or Delta--it would make more sense. Desert-dwellers really do kill each other over poaching from wells, as one sees in "Lawrence of Arabia".
Uhm... It has nothing to do with the widespread hate for the Legion. People don't attack the Legion because NCR tells them to do so. People attack the Legion because the Legion is hostile and genocidal to anyone else including NCR or independents alike. Sane people usually don't want to me mass enslaved or murdered in the name of any ideology. It's possible to fight both NCR and the Legion. It's fairly easy, actually. No sane man will be enthusiastic about their daughters, wives or sisters being enslaved, raped and turned into a chattel.
What are you talking about? You just turned a simple comment about how this scene makes the narrative less black and white and started to argue with me about video game politics? And to actually counter your argument, why would you support a bureaucratic, imperialistic faction that kills people on site for drinking out of a lake? And I get that it is possible to fight against NCR and Legion but House and Independent Vegas are just as terrible. Raul himself claims that the Legion territories are extremely safe and raiders do not exist. Caravans love the territory because they can safely travel from town to town without needing 5 guards.
What I'm saying that it doesn't really add any arguments for or against the Legion. it adds to argumens for or against NCR, but that's not the same. Plenty of folks will be hating on the Legion because it's the Legion and on NCR because it's NCR. One faction doing terrible things isn't an argument towards another factions also doing terrible things...

The worst you could possibly say about Yes Man and the independent Vegas ending is that it's borderline anarchy and anarchy creates a power vacuum which is an avenue to fascism. This is juxtaposed against actual, ascendant fascists raping, slaughtering and pillaging their way West, nailing prostitutes to crosses and training up little kiddy fascists to rape, slaughter and pillage in turn.

I actually think so—in my playthrough, although I had approached Camp Golf before installing this mod, the encounter still (mostly) worked. (Some of the wastelanders had to be teleported by console commands to the water pump.)
Scripted terribly, seems either all of them don't get together at the pump and the event doesn't happen or the NCR don't notice and they just lurk. This has happened twice in 2 playthroughs and I still haven't seen the confrontation.
There's a lot of cut content that need to be restored in this game. Even with all the mods that do that there is still a lot more. This just makes me wish for a remaster even more :/
Personally, I've always wondered if there was more to that Vault 21 Gift Shop girl you get to bone or not. How do you learn about her love for leather armour and vault suits? Why is she so eager to bone you? Was she once an important part of the cut "Followers take over the Mojave" ending I hear was planned at one point?
From what I've seen of unused cells the vault was originally going to be fully functional and the filled with concrete story was to cover up the fact that it was unfinished.
