This is the first time I'm trying a mod for this game. It took me about 2 hours to figure out how to install it, mostly because the last step of the instructions is so unclear. Tip: follow all the steps in the readme, but then instead of wasting time looking for mod managers, just copy paste the "voice" folder (from <extractedfilesdirectory>\Data\sound\voice\falloutnv.esm\maleuniquemrnewvegas\PipeDownMrNV\Data\sound)
to:
"...\<yourfalloutnewvegasdirectory>\Data\Sound ".
Takes 10 seconds to manually install it like this (once you've extracted the voice files), I don't know why everybody on the internet is so secretive about this but this is how you do it apparently.

For those who stumble upon this and have the same question.
It is PipeDown.bat, the executable file you use for this mod. .BAT is a DOS file you know. You can simply edit it. Right click on the file, chose "Modify", and you will find this:
Towards the end, there is "SoX\sox ..\%%f %foldername%\%%f gain -n -8" i put in bold and underlined. Simply change -8 to whatever you fancy. To make it understandable, just think of it being in the lines of "-8 decibels". So, if you change with -16, it becomes "-16 decibels". Easy.
In my case, i wanted Mr NV to sound slightly louder than the music. -14 was the right number for that.
The fantastic part of DOS and this mod is that you can even edit this line: "set foldername=Data\sound\voice\falloutnv.esm\maleuniquemrnewvegas" to apply the changes to other stuff. For example, i am thinking of editing Meyers's voice on the radio, when he is interviewed. His voice is still super loud.
EDIT: If anyone is interested, the voice for Meyers on the radio (that became super loud since mr NV piped down) is 'radionewve_rnvnewsstory2_0014dfbc_1.ogg' in "sound\voice\falloutnv.esm\maleadult04". It was a bit of a pain to find it, but if you extract it the same way and change the .bat as i said above, it becomes a simple matter to adjust the sound volume of this, too.
I don't understand the last step, what does this mean "The contents of this folder can then be added to an empty mod folder for Mod Organizer/Mod Organizer 2, or however you create new mods in your manager of choice." ?

If anyone was having issues with the bat file not processing the .ogg files, make sure the directory folders have no spaces in them.
