Fixes glowing armours when using aMidianBorn NV Book Of Water. All of CaBaL's meshes were missing proper flags to prevent the armours from glowing in the dark. This mod fixes that. No more glowing power armours, with or without ENB.

This is a very simple mod. It fixes the glowing armours present when using CaBaL's book of water texture replacer.
TECHNICAL SIDE:
This was due to a lack of envmap_light_fade flags on the armour blocks that had environment mapping. This made the armours glow in the dark due to light not being properly factored into the environment mapping. I also did some minor fixes to the NCR PA helmet to the block names to prevent errors, and added some environment mapping flags when they were missing.
