Fixes General Oliver's hat being sideways when Tale of Two Wastelands is installed. Despite the name, TTW isn't required to use this mod, just in-case you have this issue but not TTW.

I always wondered why General Oliver's hat was sideways recently, so I did what any modder who is debugging does and load all 100+ of my plugins into FNVEdit to hone-in on the exact thing causing the issue.
As it turns out, it was Tale of Two Wastelands. It enables the "head" facegen model flag in the item's form data which seems to break it.
This mod simply unchecks the "head" facegen model flag and puts the hat back on his (or your) head where it's supposed to be. Additionally, it includes the small tweak from TTW where the hat no longer hides the wearer's hair since the "hat" flag is already checked and should hide hair underneath it just fine without completely removing it.
Despite the name, this mod doesn't actually require TTW, I just found out that it was that plugin that was causing the issue, so I named it aptly. If you have this issue but not TTW, don't worry about it, it'll work just fine for the vanilla game.
