The Travel Light perk but for all armor (or lack thereof). Basically now it's just a speed boost, except the Survival requirement is 5 points higher and the perk is now called Crus Control.

If you've played Fallout 3 or New Vegas for any extended amount of time, you know you run as slow as a snail, especially in power armor. You could argue this makes the heavier armors feel more, well, heavy. However, this is an open-world game, and you've got places to be!
This mod removes the "light" armor restriction on the Travel Light perk and renames it to Crus Control since it has nothing to do with light armor any more.
Google defines "crus" (kroÍžos, or "cruise" except with an S sound at the end instead of a Z) as: "An elongated part of an anatomical structure, especially one which occurs in the body as a pair." So basically this includes your legs.
I'm uploading this 50% because of the amazing wordplay but also because a mod like this doesn't exist yet? Which is bizarre. So here it is.
For """"balance"""" I increased the Survival skill needed to obtain this perk from 45 to 50. Perfectly balanced, now.
This should work with A Tale of Two Wastelands, as this mod simply removes the "bad armor list" check so the player is given a generic, overall speed boost.
