Too high or low VATS accuracy is caused by mod incompatibility with any other mod that changes VATS accuracy. Numerous mods do this, and the fix is simply opening the plugin in fnvedit or the geck, find the perk "aaaNPCMissPerk", and change the value "0.270000" either raise this number if accuracy is too high (ex: 0.3700000), or lower it if accuracy is too low. (ex: 0.1700000)
Hi! To anyone who wanted to use this mod but don't want it to affect your followers, you can add the perk that increases player accuracy to companions by typing "player.addperk aaaNPCMissPerk 1" in the console. This will apply the perk to every player teammate. You may have to reapply the perk when gaining new followers, I'm unsure as I've not tested beyond seeing that Boone and EDE are back to their old accurate selves.
I tired this mod, however... while it was good it also made the npc's accuracy very weird. Example I saw the traveling merchant fighting the Legion and their accuracy just go all over the place hitting almost nothing even at point blank. Especially when the traveling merchant were using laser weapon.

Yeah, just look at what settings were edited here and use those as a starting point because I think most or all of the settings exist, but the formula is different in 3 for some reason so you might have to play with them a bit to get the balance right.

I wonder why the mod author changed this setting in the first place. Unless this setting also affected NPC accuracy there is no reason to change this value as it only seems to affect player VATS accuracy. Obviously I could be wrong as I have little experience with modding.

It seems so. Boone can't hit anything like he used to and Willow keeps walking right next to enemy and still keeps missing. I am guessing this might be the culprit.
