This may be aredundant comment, but this mod seems to clash with Stealth Suit MK II Invisibility in some odd ways; the Agility buffs don't seem to apply properly for one, and the Stealth effect won't pop (NOTE: managed to fix this by jimmying the load order, but the Agility buff still don't apply properly).

I know you haven't touched this in a while, but just a suggestion: Perhaps an alternate version that tones down the Agility buff (1 point per upgrade?) and reduces the suit's weight to match the fact that it is a light suit (10-15 instead of 25). Regardless, endorsed. Your changes make sense and make the suit more useful to more players.
It's not possible to add this to the Tunnel Runner list without requiring lonesome road and/or nvse. This mod depends on neither of them, so it will not be effected
It's a year later but I'm pretty sure this doesn't actually work with the perk from Lonesome Road, because I'm way faster in normal light armor, maybe it's something to do with the total weight of the gear? Or it's not stacking properly.
Gonna jump RIGHT the f*#@ in here and say that just because the game TRACKS stats above max - 10 in this case, doesn't mean it actually DOES anything above max. There might be uncapper NVSE plugins, (Oblivion does, but I've never really checked for NV), but otherwise, almost every equation has the max input for SPECIAL capped at 10. It wasn't until FO4 that the game started utilizing SPECIAL above 10.
There's the Limitless Stats mod on here that essentially removes the cap to both the S.P.E.C.I.A.L and Skill stats and of coarse adds some benefits to raising them above 10 and 100 respectively. So yeah, that's at least one way to raise it above 10. https://www.nexusmods.com/newvegas/mods/64471
