I take it this mod implements Water Breathing more efficiently, so there's no drop in fps etc while this effect is active.
When Wrye Flash generates a new bashed patch (see the guide Fear and Loathing in New Vegas), it turns off this mod's .esp, which then does not count toward's New Vegas's limit of 120-130 active .esp files. So there seems no downside to installing Rebreather Tweaked.
Yes, they would, I took helmet list from https://www.nexusmods.com/newvegas/mods/49563 and implemented Power Armor Water Breathing using this method. Released as a separate mod https://www.nexusmods.com/newvegas/mods/67732
1. Water breathing main effect corrected. There is nothing wrong with WaterBreathing [MGEF:0005876D], it was not properly implemented.
**** I have no idea what MGEF:0005876D is. I am not fluent in the geck. Therefore I don't even understand what is broken. If there was "nothing wrong with it" then what do you mean by "not properly implemented"
As result, I got rid of VMS15RebreatherScript [SCPT:0010062E] (attached to Rebreather) which runs every frame for adding some utterly useless spells, implemented for nothing.
**** I don't understand what SCPT:0010062E is. I am assuming it is what allows me to breathe underwater.
2. VMS15WaterBreathing "Rebreather" [ENCH:0010062F] also corrected to match the correction for Water Breathing effect.
**** I don't understand what ENCH:0010062F is. I am assuming your using an enchantment rather than a script to do something. But I don't know what the difference is.
Not trying to argue I am just curious and I want to learn more. I just don't understand what is going on. In my game the Rebreather works I haven't had an issue with it. I would like to know more.
The WaterBreathing base effect was flagged as No Duration & No Magnitude. Remove those flags fixed it. The weird script attached to the item was probably written by someone else on the team attempting to fix it.
BTW it's strange, YUP or other fix packs don't fix this. It's the only water breathing apparatus in the game, AFAIK, and appearing in a main questline.

Would games that provide Water Breathing from other mods, such as Advanced Recon Thermal Nightvision Patcher or Space Suit Helmet, also typically benefit from this one?

Sorry, I guess I'm just stupid
Read again the description, in time you'll figure it out.
