Absolutely excellent!! Radio mods are my favorite and I'm so glad that this exists as an alternative to the one that requires R.A.C.E., which I prefer not to use (yes, I know I said that radio mods are my favorite and that I don't like using R.A.C.E.). I was so excited when I found this and even more excited to sneak around Searchlight with it as my ambience.
Expanding on the answer to question 3 (Why this has to be in a Fallout game?): With the various factions vying for control, it makes sense to see Numbers Stations popping up. It would be a decent way to relay instructions to allies while reducing the chances of the enemy learning anything if they intercept it.
Not really, I am real numbers stations listener and this is made from real numbers stations recordings. I just heard this creepypasta story somewhere and adapted for my mod story.
