The Pyromaniac perk will unlock the vigilant recycler perks related to flamer fuel, and the perk no longer has a skill requirement.

Overview of changes:
- Flamer Fuel, Homemade now has the same stats as regular Flamer Fuel (it used to have higher weight, 3x durability damage and didn't give you any empty fuel tanks)
- Efficient Flamer Fuel recycling is unlocked
- Flamer Fuel, Optimized recipe is unlocked
- Flamer Fuel, Homemade, Optimized recipe has been added (same as Flamer Fuel, Optimized)
- Pyromaniac has no skill requirements as all weapon types except for unarmed can deal fire damage
