All right, I gotta put this here: I don't know if, this is ever going to be relevant for anyone else, but that's regardless - if there is ever some similarly deranged modder who comes along and sees this mod and happens to be interested by it, if in your misadventures your game's various generic NPC's begin to stop playing their lines and instead go into full conversation mode, with the only thing said among them being 'What's up' with conspicuously missing period or question mark or whatever, THIS WAS THE CULPRIT. I don't know how or why, but disabling this mod fixed that.
That's a new one! If it was my mod, I know what caused it, the "what's up" isn't assigned a voice type, so everyone tries to use it. Unfortunately I lost the original file when I lost my computer in the flood, but I'll be sure to keep this in mind for future mods.
3 years later and I'm having this same bug but it's effecting nearly every NPC for some reason. I tried going into the GECK to see what was making it happen but it's not a script or anything like that. I really wanted to play it but this bug is keeping me from doing so.
Can you do me a favor, and use a console command to set your gun skill to 99? I want to see if that changes anything. Sorry about that. It's weird that it doesn't happen to me with a skill of 100.
Could it be something in the code that tells the mod to only look at Guns up to 100. Because skill books and items that grant bonuses will actually raise the skill to above 100. Even though it will only max at 100 shown. I've never used the Geek so I am just guessing here. But in my programming experience that is what it is sounding like.

Gotta agree here. If the mod's as useful as piss, at least put a warning sign on the mod description. There's still people that dont go straight to the comments when downloading and could break something with their games.
I am unable to get your mod to work. When you talk to the guy at the outpost, he just says whats up and it backs out of dialog. My character's guns is 100.
I really can't replicate your issues. I've had a few of my friends try to replicate the conditions, but they're not having the same problem. I truly want to be able to fix this, but I don't know what to fix.
Which version do you have? 0.4.3? Did you get the pop-up in the begining? I don't know where the problem could be coming from.
Severely broken. Same as adamscd123, I don't get any dialogue from the guy at the outpost. Having coc'd to the mod's main location I found that none of the named NPC's have any dialogue. Definitely not worth downloading this in its current state.
I'm looking into this issue, but cannot replicate the problem. The few friends I have playtest do not have this issue either. (I'm not saying I don't believe you; simply it's taking a while to find the problem before I can fix it) I apologize for the issue, I hope to have it resolved soon.
Do the voice files actually make them talk? I installed them where it said to but they still have no audio, it's fine I read a lot anyway just wondering.
I know El Jefe's voice files are particularly soft. You may need to increase the "voice" volume in the game options. If you can't hear Maria speak, then something's wrong.
