If the XEdit team has the correct RefIDs and EditorIDs for the bunk beds in FO4, then it could probably be done. Mind you, they have said that even they are waiting for the GECK so that they can find and apply the correct IDs, so perhaps it would just be best to wait for it to be released, just to be on the safe side.
Not only would I need a way to turn on the activators using the GECK (or FO4Edit, IF something like that is even possible with that tool), I would also need a way to add additional activators using NifSkope, And as far as I'm aware there is still some mystery surrounding the new nif format used in Fallout 4.
I took a look at the meshes a while back by the way, and I've noticed that the activators aren't showing up for Fallout 4 meshes in NifSkope, so I'm left to assume that either the NifSkope team hasn't figured that out for Fallout 4 yet or Fallout 4 uses a different activator system than previous Bethesda games (which I doubt, "if it ain't broke don't fix it", you know).
Anyhow, I also noticed that apparently it is already possible to use both the top and bottom beds in Fallout 4 (as I tried this in vault 111 and a few other places), I think the issue comes in with trying to place new bunk beds in settlements, if I'm not mistaken.
