I recommend just spawning in a recharger rifle with console commands at the start or if you dont want to cheat a recharger rifle has a chance to spawn in the goodsprings cave on the body of a ghoul
I really like the idea of this mod, since you didn't have to use a console commands to get the Recharging Rifle at the start of the game. However the problem with this mod is, that you find it every footlocker in the wastelands. AND IF you pick up more than one, their weight will stack but you will have only the 1st rifle you picked. So if you picked Recharging Rifle 5 times you will gain 75 weight. BUT I noticed that if you remove your 1st picked Recharging Rifle from your inventory, you will be able to see all the rest of the Rifles ( in this example 4). Hope this Helps someone.
For some people, using console commands is immersion-breaking and this mod solves that problem: Doc got it during his travels as a medic (or as payment for patching someone up that was short on caps) and now it's more useful to you since he isn't exploring anymore.
well, there's second possibility for such weapon. it may spawn in Goodsprings Cave (body of Bright follower). there's 1/8 chance for that (based on LootBrightFollowersEnergy package).
in addition to what oneit said theres a chance that chet sells one. Also Doc Mitchelles house has a laser pistol so there are other options(also chet tends to sell bulk small energy cells).

I mean, all you did was click and drag the recharger rifle into doc mitchells house, is that really worth international fame and attention?
The Rifle is a good starting weapon.
