   I haven't used RTS mod, but I found this in the mod description:
   
   "Also, if you have a workshop you can put RTS scrap metal in the crate and the workshop will convert it to 5 scrap metal and 5 scrap
   electronics every day."
   
   I'm guessing there's a balance reason why RTS scrap metal doesn't get a 1:1 conversion.
