It could, but I made this years ago and I don't really like scripting things the engine does by default. I also don't try to stuff 3000 mods in my game so I have little reason to.

I trust your modding work as it is god tier. However, why does this mod, which is supposed to affect lootable containers, affect water in cell records as well? Just curious.

The water edits don't matter at all as the cells don't have water anyways. I'd have to check the Nelson house one, doesn't make sense off hand. I need to update this mod to add ownership to some of the containers in the worldspaces, I'm just on haitus for the foreseeable future.

I just allowed all those edits to be superseded by my own personal patch since I was unsure and will probably keep it that way then.
Would there be a fast way to change the all the garbage cans back into their static version (other than go searching through every cell and worldspace edit until I found the ones that are garbage cans and changing them back)? Their animated version never convinced me.
I didn't know Nuka vending machine were static containers in vanilla, I remember I can loot them without this mod, I forgot how this mod works sometimes. One question, is this mod compatible with Working Vending Machines?
I'm unclear on if every container that's been changed now contains something, or if it's random as to if and what is contained in them. Can you add this to the mod description for autismos like me?
Some containers in Fallout 3 locations are using new vegas versions of the containers rather than the DC versions. I noticed this ingame playthroughs ago - I found a sunset sarsaparilla in some computer office, I think in the vault tec headquarters?
I wanted to give the mod another go again in my current playthrough. This still seems to be an issue. From what I've noticed so far, glancing through worldspace records, this affects non-bunch filing cabinets, nuka-cola vending machines, hotel wardrobes, and some garbage cans. This can lead to weird stuff like finding new vegas loot in DC, like the Sunset Sarsaparillas mentioned before, and odd interactions with mods that rely on loot being exclusive between the wastelands, like my own Nuka-Cola Expansion.
Maybe there's some script that can be applied so you can just bulk-replace new vegas containers with DC ones for records numbered 06 onward in your mod? I'm not quite sure if that's possible but it seems better than hand-replacing literally everything.

I mean that's just how it is in the base game. Consider gameplay before realism. Maybe it makes some locations more interesting having exclusive items?

F3 is out before FNV so of course there's no mention of SS bottles in Capital Wasteland.
OTOH, FNV is out after F3 so they have their own bottles, Sunset Sarsaparrilla brand. YET they still keep the Nuka bottles in F3 as existing in FNV. Even the Quantum, as the rarest loot. And if there's Nuka existing together with SS in Mojave, I see nothing untoward about SS existing with Nuka in DC. After all, SS in DC (in a TTW game) is something of rarest circumstances and already happened.
I'm not sure what your goal is with this. Maybe the mod should instead replace the DC containers with NV containers then? Because right now it's a weird mix of vanilla containers in DC using DC loot lists, and containers added by this mod in DC using NV loot lists. I'm just reporting this issue is all. If Roy wants to replace all the vanilla containers with NV versions instead of the other way around, that's fine with me, whatever Roy wants to do with my information is valid. I'm not debating this. Just pointing out the inconsistencies with the rest of the game.
I went with dc versions of the containers in DC, in general, sometimes there is no equivelent and I did make some of them from scratch for this purpose. If you can provide specific examples (formids) that can help me isolate the issues. Sometimes in TTW the DC versions of containers were removed entirely due to how TTW was made (removing duplicated forms), I have reverted many of those changes by creating DC versions (will have dc appended to the editorid) although there is probably more and needs to be corrected and then the mod updated for it. This stems from NV being literally a Fallout 3 mod, they merged all the dlc into the F3 esm and removed the forms they didn't want to use, then renamed it to NV. This creates a lot of duplicated forms that may or may not be the same between the games. Needless to say this creates a lot of complications and is tedious to track down issues particularly with leveled lists and containers.

While I agree it would be odd if Capital Wastelands didn't have Mojave products and Vice-Versa, it is worth noting that's not how it works IRL either. There are Water-Rights, for example. Using Soda's an example, you can't get certain sodas in certain regions because the companies that own them have broken the country down district wise. Instead of healthy competition, they instead chose to use their manufacturing power to divide the country up. The Baby Formula Shortage America faced not too long ago wasn't because of a true shortage, it was because one of the major manufacturers that controlled multiple regions in America had to shut down one of their biggest facilities due to poor hygiene and generally low standards in said facility that got them in trouble.
