OK so to everyone wondering. They work, but only with the default race profiles, so they dont work with custom faces so RIP. They are normal size just have some unique depth to them. they would look good if combined with anime sized facial meshes.
I downloaded the file and ripped it open to see what I could find. It was an esp and some texture files for some new eye colors. And just like the author says, they are anime-themed. Without looking at the esp file, I imagine these eye colors are only available for the vanilla races through chargen.
