There's still some white straps on it, but the overall amount of white was toned down a lot for this one. Black chest-plate now and no random white stripes
Well it's possible it was being planned for deployment for Operation Anchorage in the snow but then again, why did the Chinese Stealth Suit have a huge shiny orange visor? Because it'll be invisible anyway it doesn't matter but it probably has something to do with the science within the suit like how space suits visors are coated with thin gold to filter out the sun's harmful rays and extreme temperatures, possibly the white luminescent material used on the chest somehow uses sunrays to power the electronic systems.
I think you can find them on some Legion slaves, and maybe other places if you have something like Mission Mojave that distributes that sort of misc clothing to NPCs.

Looks awesome, I'll add to my ''Must Have Retexes'' folder of FNV mods.
Decided to rough it up a bit with some noise which gives it that canvas/burlap appearance, figured a 200 y/o armor shouldn't look *too* pristine
