I see some dwarven looking things in it some some kind of steampunk thing probs, and that guy meant it looks custom and slightly edited, as in not available for dl
He said that's what he thinks, it certainly isn't just a vanilla item with a retex, it's definitely something that's rehashed as I see what looks like Pitt Raider armour merged into it
i found another mod with a similar looking trench coat in black however it is a collection of coats and doesnt have the leather belts,pouches, stahlhelm and gasmask that is in ZaKUsite's photoshoots
so its an ingame coat that is modified to look like that, i still dont know what mod adds those accessories however its cool to find out that the coat is ingame

edit: oh i found another mod from the same guy with the coat collection Black Longcoat and Hat at Fallout New Vegas - mods and community (nexusmods.com) his description for it says Adds black versions of the U.S. Army General’s Coat and Brown NCR Ranger Hat to Victor’s Shack in Goodsprings
