In my option may be this really should just be a universal key that you can use to unlock objects in the game in the very beginning; but right after your first unlock of an object, you the player gets the idea that the key you have just used to unlock an object, can also be used to lock one too. After the player thinks that a popup comes on screen to introduce you to the new LocKey perk, which will allow you to now also lock doors and objects. The perks' long description could be "All citizens want to feel that their property is secure — whether it’s in the middle of the night headed towards den of night stalkers, or during the weekend when you and your friend got pissed drunk and decided it would be a good idea to use your new Railway Rifle with bobby pins as ammo instead of railroad spikes, to shoot at baby deathclaws while the mother was about." "At least you remembered before you died, to lock your house; but your raider neighbor knows your secret to your locked place, the key under the door mat in front of your Niption apartment or is it just the blank you left behind?"
As a thought, maybe make it so this can only lock/unlock a door AFTER you've already picked it - i.e. so after you have picked it, you can use this knowledge of it to lock/unlock it in the future.
