Extract .esp to ..fallout new vegas\Data

tick .esp in launcher/mod manger of choice

--Description--
in PPA there is a bug which prevents PPA parts from being placed in certian vendors inventories, specificly vendors that start off not selling the parts, but then do to a quest
this bypasses the scripts in PPA that add PPA content to certian vendors
as a result, these vendors will sell their PPA stock from the moment you can access their stores
