Extract this file to your Fallout: New Vegas directory, open the game, hit the "~" key (below Escape), type "bat CheatMe" without quotes, hit enter, and poof, your stats are at maximum and you can carry 10000 pounds.

More detailed instructions for those who haven't used batch files before:
1) Extract the .rar file.
2) Cut or copy the .txt file you extracted from the .rar file into you Fallout: New Vegas installation directory (where the .exe files are).
3) Open Fallout: New Vegas and load your game.
4) Hit the tilde key ( ` or ~, it's above tab, to the left of 1 and below escape on most keyboards).
5) Type: bat CheatMe
6) Hit the enter key.
7) Hit the tilde key again to close console (after reading the short blurb).
8) Enjoy!
Includes:
-All SPECIAL Attributes To 10
-All Skills To 100
-Carry Weight To 10000
If you wish to stop leveling up, run the command "player.setav level 50". I didn't include it because some people want perks.
