Actually I do believe that this feature was only in Fallout 3 and for whatever reason was not added to new vegas though the animations do still exist. I have to say that the mod author has made great use of the animations too. If you're wondering how to do it in Fallout 3 it's rather simple whilst crouched (in sneak mode) simply activate the brahmin that you wish to topple over XD.
You can do it freely to Brahmin who isn't encumbered by anything, (Water packs, Merchant inventories,) And I think you CAN kill them if you push them enough, or push them off a cliff where they get swarmed by a horde of charging Deathclaws, a flying Buffalo, A rolling Keg, a Fiend chasing said rolling keg, and a baby mole rat.
