Not all of the npcs in the militia use the westsidemilitia template. I took this mod, tapered back the weapons - changed to hunting shotguns and rifles. Then added two custom militia npcs in each the damn towers they have - one with a a sniper rifle and the other a .357 and half a dozen grenades - the new militia I added though respawn and level at 50% with the PC. If the NCR think the legion are tough they'd likely never take west side if the community decided to revolt.
Don't know what to tell you, mine is still working fine. Have you tried archive invalidation? You'd be surprised how often that ends up fixing things like that.
Looked at it in FNVedit, I didn't realize all they had was leather armor and one weapon, the reinforced is what they should have. I prefer to have couple of weapons on them as well. Thanks for the fix.

i've tried to made a blue combat armor mod for westside militia in the past... but i'm not really good with modding stuff.
Edit: dont seems to work... ive it last in the order but no changes... maybe an incompatibility?
