I don't like the DLCs either but a lot, a lot of mods rely on them. So here's my suggestion: Use DLCs Begone and merge a few of your smaller mods (intentionally pick smaller ones) and merge them with the merge mode of zEdit. Or hell, if you have mods that just do overrides, copy the overrides from multiple mods into a new esp yourself.
Do we know if it was included in anything else by chance? Or perhaps these changes were made by someone else in YUP potentially? Any info would be greatly appreciated!
A big chunk of it is cut content, but there are bits and pieces of straight neglected content that just didn't get any attention. A good example of this neglected content would be the Vault 3 emails. All the terminals to contain these emails are in place and can be used in the base game, but for one reason or another, none of them have any of the email notes assigned.
This would be a good mod to have but I do have to ask! Can you separate the DLC's? I only have the honest hearts and lonesome road and would love to see cut notes and terminals. If not, it's no big deal.
Thanks. I always enjoy reading notes and other stuff like that in games, especially cut notes, and saw no one did a full cut notes restoration for New Vegas, so I put it upon myself to make it happen.
I'm busy working on a mod so I can't really playtest this, but it sounds great - I love me my notes! Will track and download later, thank you for making this

There's no reason you shouldn't have them with either the ultimate edition or the sales on steam.
