That carbine of ol' doc isn't really a "Starter" gun, or even a level 8 gun...
5mm ammo has a huge DT penetration bonus, so even if the stated DPS isn't mega, it'll do it's full damage regardless of enemies armour with anything up to combat armour, pretty much...
Should have maybe used 556 as the ammo if you wanted it to be a starter weapon.
The amount of time it takes for you to make the gun balances it out. You have to wait for the Assault Carbine to start spawning in the wasteland really.
