The weapon and it's mods can be bought from Quartermaster Bardon at Hoover Dam. You must be accepted by
the NCR as well as have permission to buy supplies from Bardon to obtain the weapon.

Manual Installation

Download the archive and extract the .esp to your Fallout New Vegas Data folder.

Un-equip the weapon and save your game. Then delete the .esp from your Data folder.
