I have no idea what would cause that. I know that the water graphically bugs out in the original game's sewers if you travel from the East Central Sewers to the North Sewers and back again. It may have a similar underlying cause. I've never found a fix for that either.
I did start work on making an esm version of the mod with better navmeshes, but don't expect that any time soon.
I can more accept time constraints with limiting game development, patches can always be released later on, but it especially sucks developers have to cater to the lowest common denominator consoles. Hopefully the next installment of Fallout will be more able to realize it's full potential (DX11, etc) since the more recently released current gen consoles are now more-up-to-speed. Of course as time goes on the capability gap will continue to increase as PC components continue to advance while consoles stay stagnant - until their next gen...

Fallout 5 was terrible. Completely nonsense story where you leave a vault to go looking for the holy ghost. And the game was full of bugs and severe lag around Time Square.
So I'm guessing the sewer manholes in the New Vegas strip are still "sealed" as obviously Mr. House wouldn't want Fiends and other junkies sneaking into The Strip?
Regardless of the amount of security, you wouldn't want ANYONE sneaking in, because they would likely try that given enough time (provided they don't destroy ALL their brain cells with drugs and stuff). I think it's perfectly logical to seal the manholes. I would. It's a clear security flaw to literally have a route straight into your town / city / whatever.
When I enter the cut sewer areas, companions never seem to directly follow me there, they instead spawn around the place hoping to catch up with me while fighting fiends. Can you check?
One time I entered one of the cut sewers and found ED-E stuck in the ground the moment I got out of the pipe, so a modified navigation mesh is definetely nessecary for mods like these to work properly without any issues. Mod's pretty old though, so it probably needs a little update.
So I've encountered a bug where seemingly everytime I enter the mod's sewer areas, the water turns opaque when I look at it at certain angles. I reloaded and the bug is gone.
That area isn't from this, but I'd like a fix for that issue too so I could add it to YUP. I know the game has serious problems with the water glitching between cell loads, especially after entering the East Central Sewers from the grate/manhole near the East Pump Station, and if you make your way through the Central Sewers to the North Sewers and then go all the way back to where you came in.
(Sometimes when you see green water it's because they forgot to put the refraction/reflection flags on, but it's definitely not the case here.)
A must have mod, just ran through the sewers - just enough Fiends to be realistic and keep you interested. Only down side I see is the lack of surface to sewer connections (the manholes are there and the doors, must have originally been meant to be connected), but even that is livable.

You think there ever will be an update? I know sewers are not a huge part of New Vegas, but being able to explore through them is kind of fun.
