Nice, but when a Non-Player Character stands near a vending machine in the same room, the machine asks the Player Character to buy a bottle. Again and again.
shooting the vending machine should make it explode. this should render it useless, and have it replaced every week via robots. if it is blown up, it should have a large car like explosion that hurts the player.
Does this affect all vending machines? And that shooting breaking the machine, what if it gets caught in a crossfire? I think there should be a way for the player to repair it if that happens, but if they do then it'll take several days for it to restock if it's passed the normal restock date while destroyed.

Looks interesting, though I'd take away the option to shoot it to open the machine - too many players would be too lazy to lockpick/dont want to pay, and just shoot any machine they see. Also, check over your grammar a bit, or have a friend do so. For example, changing 'I have not prewar money' could become 'You don't have any Pre-war money!' (since most of the messages in FNV are in third person, not first).
