Also very interested in finding this out. I'm only just now getting around to playing modded New Vegas (late to the party, I know) and this is the second mod in a row lately that requires that. Really frustrating.

Sadly she currently has a huge ! slapped over her. Any solutions or work around that can fix the problem at all ?
Edit: I found a work around to the missing hair problem. Installing this mod fixes it http://newvegas.nexusmods.com/mods/44458/? ( children of the wasteland NV )

Beware, the mod is very creepy, but it is the source for the Shojo races.
Tried your suggestion, still didn't work. FNVEdit stops when it reaches shojo.esm.
