Okay i managed to find a way to get this mod working go to the data of your fallout new vegas find Luatana CotW Expansion.esm right click it, copy, and paste it in the data folder then right click, rename it to LCWE and then launch up new vegas
This is very bizarre. I suspect the three authors of the three versions of this mod were all the same person. Each joined the site and took possession of this mod on the same day they joined. All were banned within days.
Dont know what they did to get banned, but you gotta admire the commitment of a modder so dedicated to sharing their work that they'd do that and relinquish all credit

I tried grabbing the version of this with the updated mod req that got uploaded but looks like that one also got deleted on top of everything. Ugh. Hopefully someone posts instructions for updating this for the LCWE.esp with the changed name it needs to run.
Just tried. All you need is the new Lutana mod, rename it to LCWE, fire up FNVEdit, change master to new Lutana mod name, revert the Lutana mod back to its old name, and play.
From the screen shots it looks like the head mesh maybe using the adult head mesh and not the child head mesh, but this is just a guess, as to the LCWE master file issue, I can fix that too. I may download it and take a look, if LCWE decides to behave, it has caused the COTW shop to disappear and I am not real happy with that, but apparently after weeding through a multitude of posts on that OP I found out the COTW shop can be re-enabled in the MCM menu, so this is good news! One problem at a time and all will get solved and be well.
Just wanted to note, the reason this mod currently isn't working is that it looking for the LCWE.esm from http://newvegas.nexusmods.com/mods/47496/? - however, that's since been re-named in an update to Lutana CotW Expansion.esm
