If you use the console commands to open doors and keep going, you can in fact fall through some void and end up in Vault 21. It was kinda neat finding this out.
This is the first mod I've downloaded. How do I set it up to where I can use it? I'm trying to avoid the dialogue exiting Tops, resetting infamy with the NCR and Legion a bit longer.

Technically, you're not supposed to be able to get to this sub-basement. It takes an exploit, though one that is pretty commonly found by accident. I missed that window.
So I edited the door to both use Benny's suite key and be pickable. I think you should make that part of this mod. Using the same key for the two locks makes plenty of lore sense: sometimes it's easier to change a lock to fit a preexisting key than to replace the lock with a new one.
Other options are: use one of the unused keys in FONV (holdovers from FO3) and put it in Benny's pocket. Or create a new key from scratch. Or leave the key lost and let the lock only be picked.
And just so everyone knows, if you turn over your weapons at the Tops and you then use this one-way exit through Vault 21, you won't have your weapons! Just return to the Tops main entrance, enter, turn over any weapons you've picked up since, and exit the Tops, you *will* get back the weapons you turned over before you used this one-way exit. Can't swear you get back the second turnover too, but my first turnover was the most important. I had panicked when I realized I had left the Tops without my weapons.

I have not put in any mods that I am aware of that modify either the Casino or the Vault, yet during the normal course of the quest, I killed Benny, got the key from him (or it was at the moment when it is unlocked... I was following a walkthrough/hints when I did this), went up to the room and down the elevator into the rest of Vault 21... and found the door that connects it to the rest of Vault 21 so I could come and go either way now.
I haven't tried leaving it through the 21, but it makes sense that you wouldn't get the weapons back because you wouldn't go through the trigger spot. Although I could, now, get into the TOPS via vault 21 *with* all my weapons.

To pull that off, though, you have to collect a few items of evidence Benny has left along his path, starting at your gravesite.
This is a really nice mod. It adds some detail to that level of Vault 21. There was really nothing there in the vanilla game except for a long hallway with several doors.
Omg thank you soo much for adding this. I always thought that they just forgot to finish that area. If i went into console you can open the locked doors at the ends of the corridor and it will drop you right into Vault 21 so this actually fixes the mess up. Awesome.
Bernt - as far as I know, my mod does require for you to at least tell Benny he can leave before you kill him, otherwise it will remain locked. When I made the mod, I had practically beaten the game so I couldn't go back to check. I'm not good at scripting so I've handed off reigns to hairylegs222 on this regard. Thanks for the endorsement!

1) Download Mod Organizer 2 (because all the mods are made for Mod Organizer 2)
2) Download Tops to Vault 21 connection
3) Put the mod on Mod Organizer 2
