   A fun backup I found is to approach the pffending MP slowly...when he starts running towards you, a sign the bugs present, turn and hightail it back to the strip gates where the securitrons stand guard. They will classify him as a intruder and vaporise him without any loss of standings to you.

   Why you didn't just add a check how the reputation which NCR stands, better than letting that dialogue not triggering at all I think.

      Yeah.
      Fix the subplot instead of disable it, especially since it seems pretty simple to do.

   If NCR people in general are attacking you, he will still attack you.
