From what I can tell, this mod doesn't give the armor to any of the legionaries. You can only find it in the Legion Safehouse, in a wooden crate. You can read the story of why it's there on this mod's description, but the summary is: The Blackfoot clan (the first conquered clan) made it as a gift to Joshua, but first presented it to Caesar. He didn't like it, gave it to Lucius and ordered it destroyed. Lucius didn't want to because the armor was cool, so he sent it away for storage. I think it's lore friendly enough. The legion isn't completely opposed to technology, as they use guns sometimes and even use a howitzer. But they believe technology is unreliable and can fail you at the worst of times, so all legionaries are taught combat without the use of technology, to not be over-reliant on it. It's smart when you think about it. I mean, look at the Brotherhood. They have all that tech and they easily lose to a bunch of undertrained soldiers with barely scraped together armor and basic service rifles. Tech is good, but it isn't everything.
Legion doesn't disapproves the use of armour or high tech weaponry. They just wont approve to be highly reliant on them. If you can defend yourself without it, there is no problem using it.
Plus assuming you do the legion playthrough Caesar does give you luxuries for your loyalty so I'd imagine being a scout, assassin, whatever for them would allow you to wear armour like this.
