Download the mod file manually and unzip it. You should get a data folder; that's the only important part of this fix. Within that data folder you'll find meshes/armor/Geonox_FNV/Geonoxriotarmor/outfitf.nif. outfitf.nif is the file you're looking for to get the female version.
Then open up your Fallout New Vegas directory, usually by going to Steam, right clicking FNV, opening properties, going down to local files, and clicking browse. Should look something like steamapps/common/fallout new vegas. In this folder, click on Data/Meshes/armor/Geonox_FNV/Geonoxriotarmor.
In this file you should see outfitf.nif and outfitm.nif, the former for females and the latter for males. Take the outfitf.nif from the file downloaded from this mod and replace the outfitf.nif in the steam folder we just navigated to.
Now comes the harder part, using the GECK. Luckily, the GECK for FNV is a short download and you can get it right off of Steam so it shouldn't be a big issue to get it. You should be able to find it in under the Tools section in your library. Launch the GECK and mark the FalloutNV.esm and the Geonox_Riot_Armor.esp. Double right-click or click on the "Set as Active File" button when the Geonox armor.esp is highlighted to change it from "Plugin File" to Active File." Press OK and wait for the GECK to load.
In the tall window on the far right in the Object Window, click on the little plus-sign next to "Items," and it should open up a bunch of submenus. Click on the "Armor" submenu. Use the Filter bar right above the tall window and type in "Geonox." In the window right next to the tall window, you should see Geonixriotarmor directly under the Editor ID. Left click to highlight it and right click it and navigate down to "Edit." This will bring up a much more complicated looking menu.
In this menu you can change a ton of aspects of the armor from its weight, DT, what items can be used to repair it, etc. However for this fix, we only want to focus on the far right side, where we have the Male Biped Model and the Female Biped Model. Click "Edit" on the Female Biped Model and it should bring up another window called "Model Data" where you can see the armor T-posing. It may look like the Riot Armor, but to make sure, click "Edit" on the Model File Name. This will bring up your FNV Meshes file. Navigate to Meshes/armor/Geonox_FNV/Geonoxriotarmor/outfitf.nif. Click on outfitf.nif, NOT outfitm.nif or else you'll just get the male body with a female head. Click OK on the Model Data window. On the bottom left of the Armor window, click the OK button. Finally, go up the left side to above the toolbar and click on File, and a drop-down menu will pop up. Click on "Save" and you can safely exit out of the GECK. The next time you go in-game, the model on your body should be the female riot armor.
Also wanted to change the jacket's color to black and remove the white stripes and symbol on the back. Did a shoddy job of it but eh this was just something I personally wanted. Sharing with folks if they don't mind. Just replace this outfitm file with the one in your Data\textures\armor\Geonox_FNV\Geonoxriotarmor folder:
