Is it possible to have the Robco perk active at level 1? Alternate Start Mechanic in mind. And what are the ref IDs of the tools?

  Use the Roleplayers Alternate Start mod. If you have Robco Certified installed, one of the possible starting 'professions' will be a RobCo mechanic, and its benefit is starting with the perk at level 1.
