Cool gun for a Mad Doctor toon. If you are still around, I'd suggest using Doctor Rotsun at the Mesquite Mountains Crater. He's vanilla (and deceased!) but AWOP has a reference to him being a mad scientist ghoul.
A suggestion of the possible function of Psycho that is attached to the weapon and the bonesaw.
You could change the special ammo to use empty syringes that are already in game. Give the weapon a pump load mechanism much like a pump action shotgun only smaller along the top of the bonesaw which would then load said empty syringe into the barrel and fill the empty syringe with an over dose of psycho before firing. The shock and overdose would kill almost any target. And if you score a critical hit, it is an automatic head cripple?

Well, there is that dead, pretty much unused ghoul Doctor Rotson in Hell's Motel out in Mesquite Mtns Crater. You could resurrect him and give the gun to him.
There's also the doctor for the Powder Gangers. He's not really insane or evil, apart from being a thief and aggressively hostile when the NCR attacks the prison (something I thought was out of character given in conversation he comes across as a bit of a scaredy cat).
Hmm..there's Fantastic at Helios One. Everybody pretty much shoots him on sight anyway.

You earned my respect just because of your ingenuity. Not many people could get this out to the public while heavily medicated and in restraints. You earned a thumbs up but I can't give it untill you make an NPC "Doctor Chuckles" to use it.
