I tried fixing the strange glow on these things, and this is what i found works. Mainly, you have to turn off the Shader Flag "sf_unknown_17" in NifSkope.
For those who don't know what i mean, open the file in NifSkope, and in the block list, expand NiNode, expand NiTriStrips, and click on BSShaderPPLightingProperty. Roll down to Shader Flags, double click the value to expand the list, and uncheck SF_UNKNOWN_17. This will make the glossiness even rather than spotty.
The only way i could take away the shininess was to make goggles_em.dds much darker overall, if not completely black (although you might want to leave the lens areas gray if you can). Pretty easy to do in GIMP. Oddly, just omitting the gloss map altogether did nothing to mitigate the glossiness, so there must be a Nif setting i'm missing.
