The Federator Gauss Rifle was a Debug weapon added and later cut purely for the purpose of allowing debug testers to run through the initial development version and not spend half an hour fighting and worrying about ammo. There are console commands to add it to your inventory and ones that take you to the debug room where it's located.
or if you want to get the gauss rifle go into console commands and type in "testmentats" and you will be put in a room with brahmin, npcs, a plasma caster and the gauss rifle.

Fallout: New Vegas cut content refers to content in Fallout: New Vegas which was cut from the final version of the game. Most of it can still be found in the game files but is inaccessible within the game itself.
Some cut content is simply Fallout 3 content that was never removed from the GECK. This content is referred to as legacy content.Others are testing content from the developers.
Much of the equipment can only be obtained by use of console commands or my mod.
