EDIT: Two weeks later, I finally notice an issue that before had gone undetected. This mod interferes with the regeneration implant that can be bought at the medical clinic. I haven't gotten to look into how it is preventing the regeneration from working yet (just discovered it was definitely this mod), but will be looking into it. Hopefully it's something that can just be cleaned out with a click.
EDIT2: Looking at the mod in FNVEdit, there is a whole slew of scripts in it. It looks like you hit the 'Compile all' button when making it. This is what's causing the issue, and making your .esp over 4mb instead of around 80kb.
EDIT3: Yeah, cleaning it with FNVEdit worked like a champ. If you use FNVEdit to open your mod, go to the scripts section and click the first green line of scripts, then scroll down and hold shift while clicking the last script just before your radio script, you can right mouse click and hit remove. It will pop up a warning, just click OK and then close the program. Hit the save button when the next pop up comes up and you're all set.
