   Yes it is This mod only adds the mods to weapons to a tent soo its easy to reach them it does not modify any sry for late answering just noticed now, not many movement on this mod xD

   So, it's a cheat tent with all the weapon mods and a few weapons, easily available at the beginning of the game.

   IT has the mods for the weapons in the tent, doesnt modify anything else just gives mods avaible in game
