her AI can be pretty messed up sometimes, stuck in a standing/crouching infinity loop, pointing her weapon and chasing enemies who AREN'T there??? not being able to interact with her. needs some tweaking in my opinion, i'am not hating on you i'am just letting you know about it.
you said NOT to use FOMM to install this yet it was the only way I could get the mod to actually work, so you might want to reflect that in your instructions, also for me she seems to work with the athletic or muscular body type just fine.....are those boobies natural or is she enhanced?
You are making it more complicated than it is, install my New Vegas mod for Bernie. Then install any clothing or armor mod from Fallout 3 into your New Vegas Data folder. The clothing mods are NOT mine! Install the FO3 mods

Just use your Fallout 3 files, copy the meshes and textures from your Fallout 3 mods into your New Vegas data folder, they are compatible. Brooke's armour (my other mod) in New Vegas is exactly the same as she wears in Fallout 3. A lot of Bernie's outfits in the images are Fallout 3 mods
If she isn't speaking that is usually down to a conflict in the dialogue, usually the greeting one. Bernie has her own greeting but a conflict can still happen. If you try the FNVedit program you can analyse it and check for conflicts

All you have to is install the Exnem Bigger Breasts armor and clothing mods that are all over the Nexus
